H.E Isaac Ruto, EGH , Governor, County Government of Bomet , First Chairman of the Council of Governors, Kenya
Isaac Kiprono Ruto was elected the first governor of Bomet County in the 2013 Kenyan general elections. He hails from Chepalungu Sub-County, Sigor Ward, Tumoi area. He studied Political Science at the University of Nairobi and has a wealth of experience in public service spanning three decades.
Isaac Ruto, progressive leader and a firm believer in devolution of resources to the grassroots and bottom-up decision making process, was elected the first chairman of the Council of Governors, Kenya which he served for two terms. As a parliamentarian, he distinguished himself as a fierce debater and played a major role in the making of the Kenyan 2010 constitution. During his two terms as Chepalungu MP, he helped set up many schools and constructed many roads in rural areas. He is remembered for the many day secondary schools that he initiated.
As a governor, his signature achievements so far is improvement of health care in the county, education bursaries for needy students, monthly stipends for the old and people with severe disabilities, improvement of road networks in rural areas, the cheapest AI services in the country and the construction of a modern 3rd largest stadium in Kenya. He is undoubtedly the biggest voice in South Rift and a leading champion of devolution in the country. He is spearheading the ‘Pesa Mashinani’ referendum push that seeks to have 45% of national revenue to counties. He is a fearless and astute politician and has cut himself a niche not only as a defender of the rural poor but one who is keen on improving their fortunes.
